Treasurer’s Report
@Jennifer – provide an update on yearly dues that are still delinquent
HOA
It has come to our attention that once again members of the WCR community do not want an HOA. Not having an HOA is NOT an option. If you do not want an HOA, your options are to sell and move to a location that does not have an HOA.
Q: I was not aware of an HOA.
A: You were aware of the HOA at closing. You had the option to not proceed with the transaction at that time.
NOTE: If you were misled, you need to address that with the person or persons that were involved in the real estate transaction.
HOA Board Obligations
The board has an obligation to uphold the bylaws of the community.
HOA Board Members
Board members serve on a voluntarily basis to help the community. It is important that all communications be civil and respectful. In addition, ALL questions or concerns need to be emailed to the email address provided on the website.
We have a serious lack of community involvement. We do not have people willing to serve on the board. We will be losing 2 board members next year and we need qualified people in the community to serve on the board.
HOA Dues Collections
Collections for delinquent dues will continue and will escalate to the next level. Attorney's fees are $295.00 per hour, these fees will be in addition to ALL outstanding fees.
We all have a responsibility to uphold the agreements we agreed upon when we purchased our properties.
The attorney letter was sent to all members of the community. Although the letter did not apply to all community members, our attorney advised us that the letter needed to be mailed to the entire community.
We did receive a hostile letter from one individual. The board did not engage this individual.
Road Maintenance
Bo will update on the pending road work.
Willow Creek Ranch Road and Slippery Elm to Madrone are the heavily traveled roads and will be maintained a majority of the time. The side roads will be maintained on an as needed basis.
Future Road Maintenance projects – Drainage improvements on the main road, repair of existing culverts that are damaged and the addition of more culverts to divert water from the roadway.
Create a budget for future repairs and maintenance of the roads.
School Bus Transportation
We are still working with VISD on providing transportation for the students in the community.
We will need to have a Memorandum of Understanding (MOU) on file with VISD.
Please note: that ALL traffic will need to abide by the traffic laws that pertain to school bus stops.
Election Process
Election administrators were given access to the HOA PO Box. The administrators were the only ones with access to the PO box. All ballots were collected and any mail that needed to be delivered to Jennifer (treasurer) was delivered by the admins to Jennifer or Briana.
Speed Enforcement
We have submitted documentation to the county to allow the county to enforce speed limits in the community. We will update the community when we receive the information from the county leaders.
Damage of Community Property
It is important that any destruction or damage to property in the community be reported to the HOA board.
Annual Board Election Results
The only contested position was for President, the results are:
Votes for Bo Carter – 16
Votes for Tony Rodriguez – 14
Dave Tijerina will fill the Director position vacated by Chad Wrobliski.
We have a vacant Director position that needs to be filled.
The board is seeking nominations from the community for the vacant Director position.
